These are welded joints. The check refers to the welding only, as it is taken for granted that the cross-section of the step passes the checks and that the load is not too high. The throat section of the welding is then the object of design.
As the web is not a sufficient restriant to rotation, it is suggested to model these elements in simple bearing.
